Bass and Chords ascending lines

I'm looking at Part Eight regarding Bass and Chords and I have a question regarding the ascending lines.
The examples for ascending major chord and dominant chord all progress up from the root (in this case C) to the third (here E). Thus the bass line is (root-2nd-b3rd-3rd)
In the minor chord lines the bass goes from root-2nd-b3rd then back down to the root.
I'm just curious what the theory is on this? Obviously it can't resolve on the 3rd because it would clash with the minor3rd in the chord. In that case, is the b3rd in the major/dom examples okay because it is just tension and passing through? Does the minor line resolve back downward to the root just to keep the movement going? Could it instead keep going to the fifth?
