I went last year. It was hot. We stayed in Paris after the festival. 105 degrees by midday. Had a tremendous time. Hope it works out for you folks hoping to attend this year as it's an amazing experience.
Given these conditions, I'm surprised there is no mention of it yet on the festival's website. I'm hoping the organizers have a Plan B that can move the festival activities to higher ground in the area. The campground just north of Samois sur Seine, Le Petit Barbeau, might be on higher ground and possibly an alternative camp during the festival.
After vegetation that has been under water for a long time and given some time to dry out results in a nasty, decomposing type of odor.
I asked Mathieu Chatelain if he thought the flood would stop Le Festival Django Reinhardt at Samois-sur-Seine.
Here is his reply today:
"Bonjour Robert, Oui, le festival aura lieu. See you around!"
The french translates to: "Yes the festival will take place."
FYI: Mathieu has been running the festival's small stage ("ce tremplin" or "la scène") for a few years. His FB page shows he lives in Samois-sur-Seine.
Good news the crest has passed Paris and the waters are receding there. Crest should be by Samois by tomorrow and so long as they don't get another drenching....
They will still be in cleanup mode but if the weather dries out the campground may not be too bad. Fingers are crossed for them.

Cependant, la crue de la Seine a recouvert l’intégralité de l’Ile de Berceau à Samois-Sur-Seine, où se déroule historiquement le Festival Django Reinhardt.
Nous espérions encore, jusqu’à l’arrêté municipal de Mr Didier Maus, maire de Samois-Sur -Seine, interdisant l’accès à l’île pour un mois. Nous avons travaillé tout le week-end et réussi à trouver un nouveau lieu.

Le camping du petit Barbeau n’a pas été touché et sera ouvert pendant le festival.

This also mentions that Le Petit Barbeau is unaffected and will be open.
