Wouldn't call it upbeat, but very laid back and easy-going:

Always remember that in the end of the 30's and the beginning of the 40's it was WW2 and jazz and american music was officially not allowed.
In 1939, shortly after France was defeated and invaded, Adolph Hitler came to visit Paris and enjoy his victory in the month of june 1939 and all the american black musicians were sent to a concentration camp near Compiègne (without official protestation from USA). France and a great part of Europe were left without any cultural exchanges with USA. That's also why Django who had been the king of jazz in France realized after the Liberation that jazz had tremendously evolved in the USA during this war period while we had lived with the memories of pre-war jazz.
