When changing to alternate picking?

This is another picking technique question, which arose today, when I was going through some examples in your book.

E.g. examples no. 4: When changing strings, downstrokes are recommended, thus having two downstrokes in a row (as usually with 3-note-groupings).

I wonder: About which bpm for triplets (respectively sixteenths) do you change from two downstrokes in a row to alternate picking (when changing from a higher to a lower string, otherwise sweeping is fine, of course)?
