If you are on a Mac, click print ... when the print box comes up, it should give you the option to "Save As PDF". I do it all the time and it works well.
IIRC Google Docs has a "Save As PDF" feature. You'll need a gmail account, which is free. I have gmail, but I usually just use my Mac to make a pdf.
If I read you correctly, you say want to create a lead sheet with standard notation (and with tab). To do that, you'll need software like G7 from Sibelius. There are other ones out there, but I use G7 and I like it. To turn it into a pdf, I do what I described earlier.
I used both Sibellius and Finale. I am now only Finale. It's just like D or oval hole, it's a question of personal preference. Both are great.
If you're willing to put some money in it, Printmusic is just great. You can do, and change everything with it. Chords, Lyrics even tabs.
Easy to transcribe if you have someone playing with a Bb or Eb instrument. It even comes with the scan recognition software which saves a lot of time if you want to revamp some old music sheet, or can import midi files...
If you don't want to spend money on it, I'd say the Finale Notepad does a lot for a free software.

It's way lower cost than Sibelius or the higher end Finale programs and does everything I've ever needed to do for creating fake sheets. It will do more complex scores as well. A few quirks, but overall pretty easy to use. I've found Finale to be cumbersome by comparison, but perhaps that's my unfamiliarity with it.

I use CutePDF for creating PDF files. You just "print" to the CutePDF converter from any application. It will even turn an entire directory of scanned images into a PDF instantly.
Also, I use the free version of Foxit Reader to view the PDF files.

It´s good since you can tab into it and straight away create a PDF.
It will not look as nice at Sibelius, but for non-commercial use it provides everything (except for "enharmonic confusion")
